Question Bandwidth management for VPN?

Hi,
I have a site to site VPN link using 2 RT2600AC routers. I'm curious whether the bandwidth management settings are applied to the VPN bandwidth as well?
If, for example, I max out my download bandwidth downloading to the SKY box (which has no limiting rules), will I still be able to download data to my PC over the VPN link?
My PC does have guaranteed download bandwidth allocated to it, and I know this works for download from the internet. I'm just not convinced the bandwidth is guaranteed to the PC if the data flow comes over the VPN link rather than from the internet.

Any insight welcomed.

Thanks,

Scott
