Comparable 2 and 4 bays are

• DS218+ and DS418play
• DS718+ and DS918+

though there are some differences in supported features (esp. DS418play).

From a value for money position if considering the DS218+ but thinking of a 4 bay then I'd argue that the DS918+ is the real next step, adding: disks; power; LAN interfaces; SSD bays; max RAM. As such, it's an easier task to determine which is the best NAS to meet your needs: the 918+ costs around £200 more than the 218+.

[Remember that, while the internal volume of two disks cannot be extended, the DS218+ can have additional volumes added by connecting to a DX517.]
