I am not able to create a Shared Folder
At least I obtain this message below.

I tried different admin users, same result. I tried different browsers, no change.

Parameters: Pure default shared folder on ext4 (no quota)
Space available: 224GB out of 8TB
Synology DS412+
DSM 6.2.2.24922 Update2

At the end, the Shared Folder was created, despite the message, and - for now - it appears to work.

Possible reasons: it is just a guess! I "hardened" the security on the NAS using a couple of methods described here.

For example:
  • Change the default http (5000) and https (5001) ports of the DSM, to 6566 and 9875

  • Enable https connection and connection redirection to https

Other issues: The very first login after start takes 2-3 minutes.

Questions:
Would you use this Shared Folder?
-- post merged: --

First check: HTTP connection and port
  1. I re-enabled port 5000 for HTTP
  2. I removed the redirect from HTTP to HTTPS
Result: Still the same issue: cannot create Shared Folder message, but it got still created.

This could be a reason that your NAS is really loaded and has a lot of data/shared folders (also if you have a number of user accounts that need to be then set permissions to that folder). As a result, adding a new one using the wizard will set up a lot of settings, permissions, etc that might result in a "timeout" message but the folder does get created in the end.

Best to check /var/log/messages using SSH to see more details on that message.

OK, a bit tricky to get SSH access, because I need a Sudo as root in order to view the messages. Admin is not sufficient anymore.

Overview: my first look on the issues
1) DNS Problem with Manual IP
--> 2) Problem with time server
--> 3) Problem with task scheduling on Shared Folders
--> 4) Error message in Shared Folder creation

------------------------
Issue1: DNS
2021-01-27T06:39:27+01:00 Syn412 ore.Package.Server_1_check: pkgcurltool.cpp:291 Failed to curl perform, code=6, err=Error
2021-01-27T06:39:28+01:00 Syn412 ore.Package.Server_1_check: pkgcurltool.cpp:458 Failed to download https://payment.synology.com/api/getPackageList
v2.php, code=6, err=Error
2021-01-27T06:38:30+01:00 Syn412 ore.Package.Server_1_check: pkgcurltool.cpp:280 Failed to curl perform, code=6, err=Error
2021-01-27T06:38:30+01:00 Syn412 ore.Package.Server_1_check: pkgcurltool.cpp:284 Fallback dns to 8.8.8.8

-----------------
Solution: I had a manually configured DNS Server, with Synology apparently filling the default value.
1611729742338.png

So I have switched to automatic.

Issue2, NTP: 2021-01-27T06:44:08+01:00 Syn412 ntpd[7533]: error resolving pool pool.ntp.org: Temporary failure in name resolution (-3)
--> I had set the correct time manually, but NTP Sync does not work, one solution would be to switch NTP off.
More here
But better to solve issue1, the DNS issue. --> No this did not help.

Issue3: When deleting Shared Folder:
2021-01-27T07:07:40+01:00 Syn412 synoretentionconf: retention_schedule.cpp:207 Can't get schedule info with prefix='Share#', name='ZZtest2'
2021-01-27T07:07:40+01:00 Syn412 synoscgi_SYNO.Core.Share_1_delete[6945]: share.cpp:3169 [ZZtest2] Success to delete.
---------------------------

Issue4: Shared Folder creation
2021-01-27T07:19:06+01:00 Syn412 ntpd[7533]: error resolving pool pool.ntp.org: Temporary failure in name resolution (-3)
--> Unrelated ?2021-01-27T07:19:50+01:00 Syn412 synoretentionconf: retention_policy.cpp:644 SYNORETENTIONRenameSchedule(Share#, , ZZTest2)

---> This is the newly created Shared Folder (same name)
Same error message in the GUI as above
No other error message in messages file

I had a manually configured DNS Server, with Synology apparently filling the default value
So did this resolve your download from package center problem? Not clear in your response, so just so that we are sure.

Issue2, NTP
Considering you are getting Temporary failure in name resolution my guess is this is a DNS problem still.

When deleting Shared Folder
Does the folder gets deleted in the end or not?

Shared Folder creation
Again DNS problem

Are you sure your NAS can access the web? Try and use this command via SSH to get a confirmation:

ping www.google.com and report the outcome, then do this:

ping 142.250.185.78 and also report the outcome.

Yes, I was correct: Switching NTP off and keeping manual time config solved the
issue3: task scheduling error message during delete Shared Folder.

Not quite, I still have not solved yet the DNS issue1 and the NTP issue2.

You do not need internet and DNS for creating a Shared Folder on Synology.
But we had the dependency NTP (internet access) --> Task Scheduler, which is solved switching NTP off and using manual time.
I still have to solve my static IP and DNS issue. I cannot access the internet. Probably wrong gateway.
