And in what situation are those 2 needed ?

Firewall rules are checked from top to bottom (first to last). When a matching rule is found for the connection's IP protocol, source IP+port, and destination IP+port then the rule's action is taken and processing stops.

If those questioned rules end up allowing all connections in all directions then only the blocking rules above will result in denying any of your in/out connections.
