I have a DS 923+, 2 seagate ironwolf 4tb disks in raid 1 with data protection) there are also 2 SSDs, Samsung 970 evo plus for raid 1 cache, read and write for volume 1, when I download, say, an 8 GB movie, the write speed to synology drive is no more than 30 MB/s, I download through a web portal inside a local network, a 1 GB/s network

What about via SMB protocol directly from your computer to the NAS?
 
SMB service is disabled, only use Synology drive, all other services are disabled
 
Ok, so you are using the Drive platform via a browser. Are you using a QuickConnect address for this by any chance?
Yes, I only use Synology drive, QuickConnect is enabled, I don't use it, I used the internal network
 
So Drive via local ip address. Until you make another test via a different protocol it will be hard to rule out anything.

Conducted a test via FTP, shows more than 110 MB/s, and through Synology drive no more than 30 MB/s.
