Where are VPNs legal and where are they banned?

Interestingly (I think), if the reason to use a VPN is to address geo-blocked services then the use of IPsec VPN doesn't have to encrypt the payload, since actual content can be encrypted using HTTPS anyway. Here the desire is to reach an Internet access point that has different geo-IP rules for traffic emerging from it. As such, a web-based forward proxy can achieve the same, though efficacy would depend on if XFF headers were maintained from the original browser and if the destination service uses them.

Obviously VPNs that to encrypt payload would hide the original traffic and avoid inspection.
