DS412+ does not power up :(

@Vitaliy, Sad to hear that you think your board is fried. Did you conclude anything from your attempts?

I'm having the same symptoms as you had
Hi, mainboard defects are rare; in 95% of cases, the issue lies with Synology's internal flash storage.
 
I have the same issue too with mine. Looks like the 5V rail is not OK. I've tried with a known good power brick and measuring on the +5V USB in the front, I see around 1300mV. Does anybody here know where to start?

If power supply is known good.... And Power plug removed, Look for discolored/swollen caps on motherboard and do a "Smell Test" You're Nose might help in finding it... Do a low resistance reading across 5V line and ground, at multiple locations.... Obviously you don't have schematic, so go across each of the caps, (Red or + to Positive, Black or - to ground or neg of cap.)....and If your meter does real low resistances, it might point you at a shorted cap.... You Might get lucky ???
If someone has schematic, post where the 5V regulator is... and if there is a series current limiting resistor on 5V line, measure resistance on either side of that resistor to ground... That will also confirm a short on 5V line, or regulator
