It could also be the I/O processor, the CPU, or the power supply.

For the Synology KBC (I/O processor-chip) there will be no spare.
You can inspect the CPU under the heatsink to see if capacitors are missing/broken or if there are any holes on the CPU itself.

I assume you've already tried a different power supply. It's possible that some small components (and the KBC) were damaged by a power surge.
